The Ministerio de Administración Pública (MAP) and the Oficina Gubernamental de Tecnologías de la Información y Comunicación (OGTIC) of the Dominican Republic have presented the National Framework for Verifiable Credentials and the incorporation of this capability into Soy Yo RD, the country’s Citizen Folder (Carpeta Ciudadana). The presentation took place at the Regional Forum on Digital Public Infrastructure, held ahead of the XX Annual Meeting of the Red GEALC and the IX Ministerial Meeting of Digital Government of the Americas.
The framework, established through a MAP resolution, sets common rules for public institutions to issue, present and verify official information through digital credentials. Citizens will be able to hold an official credential in Soy Yo RD, present it digitally, and allow an institution or authorized third party to check its authenticity. This is intended to progressively reduce the need for photographs, copies and physical documents in certain procedures.
The model is federated. Institutions remain responsible for their own records, and no new centralized repository is created. MAP, as the governing body for digital administration, sets the regulatory and functional framework, while OGTIC develops the common technical capabilities.
The first participating institutions, beyond MAP and OGTIC, are the Ministerio de Medio Ambiente y Recursos Naturales and the Dirección General de Impuestos Internos (DGII), which are developing use cases. The first credential launched is the Public Servant Certificate, issued by MAP.
The initiative is part of the Dominican Republic’s Digital Public Infrastructure (DPI) agenda, with support from the Inter-American Development Bank, the Centre for Digital Public Infrastructure (CDPI) and Co-Develop.
